The film follows Caesar 'Rico' Badello (Edward G. Robinson) as he rises through the ranks of Chicago's criminal underworld after moving there with his friend Joe Massara (Douglas Fairbanks Jr). However, as Rico descends deeper into a life of crime, ultimately seizing control of Sam Vettori (Stanley Fields)'s gang, Joe tries to start his own life as a dancer with his partner Olga (Glenda Farrell) and their differing ambitions threaten to break the fraternal bonds that have grown between them and destroy the lives they have created.
