South Korea, 1990. The new prime minister declares war on organized crime, arresting numerous criminals. Among them is Ik-hyun Choi (Choi Min-sik). Rewind eight years in time, to get to know the first steps of Ik-hyun, a born survivor with a small engagement book full of influential names and a fruitful alliance with the charismatic Hyung-bae Choi (Ha Jung-woo).
